                             REQUEST FOR STATEMENT OF QUALIFICATIONS

β€œ2026-2028 FEDERAL WAY ON-CALL PROFESSIONAL CIVIL ENGINEERING SERVICES FOR DEVELOPMENT PERMIT REVIEW”

 

  1. PURPOSE OF REQUEST

 

The City of Federal Way (β€œCity”) is soliciting statements of qualifications and performance data from consulting firms with expertise in providing on-call professional Engineering services (Services) for City development permit review in connection with performing services for the City pursuant to Chapter 39.80 RCW. The City’s needs are outlined in the following Request for Statements (β€œRequest”).

  1. All responses shall be made electronically (responses by FAX will not be accepted). Responses will be received by Friday April 17, 2026, up to the hour of 11:59 AM. Responses delivered later will not be accepted. Electronic responses to this request are required to be delivered to the e-mail address below:

All responses shall be clearly marked β€œ2026-2028 FEDERAL WAY ON-CALL PROFESSIONAL ENGINEERING SERVICES”.  Consultants submitting SOQs are responsible for confirming electronic delivery by the deadline. 

 

SOQs should be prepared simply and economically, providing a straight forward, concise description of provider capabilities to satisfy the requirements of the request. Emphasis should be on completeness and clarity of content. 

 

  1. The Building Official, Andy Norton or representative will notify the firm selected by May 18, 2026.

 

  1. Any questions concerning the City’s specifications or Request process shall be directed to Andy Norton, Building Official.

 

  1. All SOQs must include the following information:

 

  • The names and resumes or CVs of individuals who will be working on the project and their areas of responsibility.

 

  • Specific experience of individuals relative to the proposed project.

 

 

  • The hourly labor charge rate of personnel that are anticipated to be working on any City-requested work effort.

 

  • References.

 

  1. SELECTION CRITERIA

 

Submittals will be evaluated, ranked, and selected based on the following criteria:

 

1)   Responsiveness to the SOQ                                                                25 points

2)   Qualification of Proposed Project Manager                                       20 Points

3)   Qualifications/Expertise of Firm                                                        20 Points

4)   Experience working as staffing resources to cities                             15 Points

5)   Familiarity with regulatory standards                                                10 Points

6)   Past Performance/References                                                             10 Points

 

The City may choose to interview the top responding firms.

The City will evaluate and select the consultants based on the submitted SOQ and, if conducted, the interview.  The City reserves the right to utilize any additional evaluation criteria it so chooses in order to make a final decision on the selection of the consultant.   

 

The City plans to execute a contract with the selected consultant and, when professional services are needed, task orders will be executed amending the agreement.  The details of staffing and billing will be discussed prior to execution of the contract. The term of this contract will be for 3 years with options to extend for 2 additional, 3-year terms from the date of execution.  Anticipated timing of executing this contract is 18 May 2026. The City reserves the right to terminate the contract at any time during this 3-year period.

 

  1. TERMS AND CONDITIONS

 

A.        The City reserves the right to reject any and all SOQs, and to waive minor irregularities in any SOQ.

 

B.        The City reserves the right to request clarification of information submitted, and to request additional information from any contractor.

 

  1. The City reserves the right to award any contract to the next most qualified contractor, if the successful contractor does not execute a contract within thirty (30) days after the selection of the contractor.

 

D.        Any SOQ may be withdrawn up until the date and time set above for opening of the SOQ’s. Any SOQ not so timely withdrawn shall constitute an irrevocable offer, for a period of ninety (90) days to provide to the City the services described in the attached specifications, or until one or more of the SOQ’s have been approved by the City administration, whichever occurs first.

 

E.         The contract resulting from acceptance of a SOQ by the City shall be in a form supplied or approved by the City, and shall reflect the specifications in this Request. A copy of the contract is available for review, and shall include requirements to comply with ADA, Civil Rights Act, and EEO requirements. The City reserves the right to reject any proposed agreement or contract that does not conform to the specifications contained in this Request, and which is not approved by the City Attorney’s office.

 

  1. The City shall not be responsible for any costs incurred by the firm in preparing, 

Submitting, or presenting its response to the Request.

 

  1. The City, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42 U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-Assisted Programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises as defined at 49 CFR Part 26 will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, or sex in consideration for an award.
  2.   1. SCOPE OF SERVICES  

 

The City’s development permitting function is located within the Community Development Department.  Work includes review of private and public (non-City) development projects and permit applications. Projects are reviewed for compliance with all local, state, and federal requirements. The firm must be able to provide review comments as part of a City review team in a comprehensive technical format that can be conveyed to the applicant in a timely manner. The firm may be required to provide the applicant with written and verbal clarification. The firm must have a licensed PE as a resource for City work.  The firm will often be required to provide the complete engineering plan review function for the City.

 

Private development review tasks include coordinating with City staff and may require coordination with other consultants working for the City. Permit review will include the following elements and requirements:

β€’ Engineering review of land development applications (i.e., planned residential developments, plats, short plats, shoreline permits and building permits, etc.).

β€’ Review and processing of engineering plans including grading, drainage and erosion control plans.

β€’ Reviewing geotechnical reports.

β€’ Formulation of storm water management and land development practices.

β€’ Knowledge of principles and methods of civil engineering, hydraulics, hydrology, soils,

geology, surveying techniques and law, transportation, related land development laws, as

well as water and sewer codes.

β€’ Participate in meetings with developers and staff, both in person and remote.

β€’ Ability to interpret State and City laws and codes.

β€’ Ability to interpret engineering plans and specifications and be familiar with engineering standards.

 

  1. COMPENSATION

 

  1. Upon selection of the most qualified firm on the basis of demonstrated competence and qualifications for the type of professional services required, the City will negotiate a price which it determines is fair and reasonable. If the City is unable to negotiate a satisfactory contract with the firm selected, negotiations with that firm will terminate and the City may select another firm.

 

  1. Payment by the City for the services will only be made after the services have been performed, an itemized billing statement is submitted in the form specified by the City and approved by the appropriate City representative, which shall specifically set forth the services performed, the name of the person performing such services, and the hourly labor charge rate for such person. Payment shall be made on a monthly basis, thirty (30) days after receipt of such billing statement.
